History
Located within the Midtown section of the city, the Olde Uptown neighborhood is the area between Second and Third Streets, Kelker and Maclay Streets. The neighborhood was built at the turn of the 20th Century and served for many years as a vibrant residential community for a mix of the city’s upper, middle, and working class residents.
Like many city neighborhoods throughout the country, Olde Uptown entered into a period of decline beginning in the 1960’s, as many residents left urban areas during the nation’s post-WW II suburban expansion. This decline was worsened in the Olde Uptown neighborhood by the devastating flood from Tropical Storm Agnes in 1972.
Over the last several years however, the neighborhood has experienced a rebirth, as new residents have discovered the charms and benefits that living in Olde Uptown offers.The neighborhood has attracted a diversity of new residents, including artists, college students, professionals, and many young families. This diversity of residents now serves as one of Olde Uptown’s strengths. Bolstered by a substantial amount of new development in the surrounding area, including the HACC Midtown Campus, the Midtown Arts Center, the Midtown Cinema, and fine local restaurants, Olde Uptown has quickly become one of the most popular neighborhoods in the City.

The Project
Alex Hartzler, president of WCI Partners, had just read an article on Cnn.com, called “Paint Your Neighbors Porch,” about a group of developers who transformed a city neighborhood in East Los Angeles through large-scale residential restoration. He immediately began thinking that the same thing could be replicated in the City of Harrisburg. He believed that such a project would demonstrate to other business leaders that urban redevelopment is both publicly beneficial and a worthwhile business endeavor.
Alex reached out to Green Street Properties, formed by Wendell Hoover, Jason Webb, and Josh Schoenly, who shared a similar mission of urban revitalization and were already doing work throughout Midtown. WCI and GSP together recognized that the Olde Uptown neighborhood was in need of a large-scale revitalization.
By combining resources and utilizing Commonwealth grant funding through the Pennsylvania Housing Finance Agency and the Elm Street Reinvestment Program, WCI and GSP embarked on a massive redevelopment effort by acquiring a large number of historic houses and vacant lots where new homes would soon either be restored or built. Thanks to these partnership efforts and the critical support of Mayor Reed and the City of Harrisburg, over 40 new and refurbished homes have been sold or rented, while another 40 properties are currently in various stages of construction.
The renovated properties are all unique and showcase distinctive interior amenities that can only found within historic city homes. Many of the homes contain original hardwood floors, exposed brick walls, stunning rooftop decks, and luxurious, modern kitchens and bathrooms.
Most of the new townhomes have already been sold. The new townhomes boast open, loft-loft living spaces, multiple in-suite baths, contemporary kitchen designs, rear decks, and one-car garages with additional rear spaces for off-street parking.
